Virginia Intelligent Speed Assistance (ISA) & Speed Limiter Guide
An Intelligent Speed Assistance system, often described in ordinary searches as a Virginia speed limiter, is the in-vehicle technology used by Virginia's Intelligent Speed Assistance Program (ISAP) to limit vehicle speed based on the applicable speed limit.
What Is a Virginia ISA Device?
Virginia DMV describes Intelligent Speed Assistance as in-vehicle technology that uses GPS-based data to determine the posted speed limit and automatically prevents the vehicle from exceeding that limit. VASAP describes the device as a system that limits the speed a motor vehicle is capable of traveling based on the applicable speed limit where the vehicle is being operated.

The system uses location and digital speed-limit information to determine the applicable roadway speed limit.
Limits Additional Vehicle Speed
The ISA system actively limits the speed the vehicle is capable of traveling according to the applicable limit.
Produces Program Records
Device activity can become part of the participant's ISAP compliance record maintained through VASAP.

How the Virginia ISA Device Works During a Drive Cycle
A drive cycle begins when the engine is started and continues until it is turned off.
The system uses location and digital speed-limit information to identify the applicable limit.
The system prevents the vehicle from exceeding the programmed applicable speed threshold.
Events such as overrides, tampering, bypass attempts or speed-related activity can affect compliance.
Virginia Allows Limited ISA Overrides
VASAP currently states that an ISAP participant is allowed two overrides per drive cycle. A drive cycle is the period from engine start to engine shutoff.
Two Overrides Per Drive Cycle
VASAP permits two overrides during a single drive cycle. The allowance resets when a new drive cycle begins.
Overrides Do Not Eliminate Compliance Rules
The existence of an override does not authorize ignoring program requirements. Device records and participant conduct remain subject to VASAP compliance review.
School Zones, Construction Zones and Reduced Speed Limits
VASAP explains that the device may not automatically prevent speeding in every dynamic speed zone, such as certain school or construction zones. When entering a lower speed-limit area, the driver remains responsible for reducing speed to the newly applicable limit.
ISA Devices Must Be Inspected at Least Every 60 Days
VASAP currently requires the ISA device to be inspected by an authorized service provider at least once every 60 days.
60-Day Inspection
Participants must return to an authorized service provider at least once every 60 days for required inspection.
Missing an Inspection
VASAP states that missing the required inspection can cause a device lockout and may be reported as a violation.
Authorized Provider
Installation, servicing, inspection and removal are handled through a state-approved ISAP service provider.
What Does ISA Recall Mode Mean?
VASAP describes recall mode as a device feature that can activate when the system detects tampering, bypass activity or a speed exceedance. When a service provider issues a recall, the participant is required to bring the vehicle to the provider within the applicable service period.
Five-Business-Day Response
VASAP currently states that when the service provider initiates a recall due to device power loss or issues a recall notice, the vehicle must be brought to the provider within five business days.
Tampering Is Serious
VASAP states that attempts to bypass, circumvent or tamper with the ISA device can trigger program violations and may carry criminal consequences.
Which Vehicles Need an ISA Device?
VASAP states that required ISA equipment must be installed on every vehicle the participant owns, has registered in their name or operates. A participant does not earn program credit until all required vehicles have been equipped.
Vehicles You Own
Vehicles owned by the participant are subject to the applicable installation requirement.
Vehicles Registered to You
Vehicles registered in the participant's name must be addressed under VASAP's ISAP rules.
Vehicles You Regularly Operate
VASAP also applies the requirement to vehicles a participant operates, including certain vehicles owned by someone else.
Virginia ISAP Uses State-Approved Service Providers
VASAP currently lists approved providers for Virginia ISAP installation and service. The provider is responsible for approved installation, maintenance, required inspections and authorized removal.
