What Is Virginia ISAP?
What does ISAP stand for in Virginia?
ISAP stands for Intelligent Speed Assistance Program. Virginia law established the program as a restricted-driving option in qualifying cases involving speed-related court orders or Virginia DMV administrative actions.
Who administers Virginia ISAP?
Virginia ISAP is administered and regulated by the Commission on Virginia Alcohol Safety Action Program, commonly called VASAP.
When did Virginia ISAP become effective?
Virginia DMV states that the Intelligent Speed Assistance Program became effective July 1, 2026.
Who may be required to participate in ISAP?
ISAP may arise through qualifying Virginia court orders or through Virginia DMV's excessive-demerit-point Driver Improvement process. Court-related eligibility can include certain reckless-driving, excessive-speed and racing convictions.
Is ISAP the same as an ISA device?
No. ISAP is the Virginia compliance program. ISA is the Intelligent Speed Assistance technology installed in the vehicle.
How Does Driver Improvement Fit Virginia ISAP?
Does everyone in Virginia ISAP have to take Driver Improvement?
Do not assume every ISAP participant has the same educational requirement. Virginia Code § 46.2-506 expressly requires satisfactory completion of a Driver Improvement Clinic when a driver chooses ISAP through the Virginia DMV excessive-demerit-point pathway. Court-ordered ISAP can arise under separate provisions, so follow the specific court order and VASAP instructions.
How long is the Virginia Driver Improvement Clinic?
The standard Virginia Driver Improvement Clinic is an eight-hour course.
Can I take Driver Improvement online?
Yes. Virginia DMV currently allows individuals of all ages to complete Driver Improvement online through a DMV-licensed online Driver Improvement Clinic provider.
Does the online course have an online final exam?
Yes. For an online clinic, the final exam must be completed online through the DMV-licensed online provider with which you registered. Paper testing is not allowed for the online course.
Does regular online Driver Improvement satisfy a CDL requirement?
No. Virginia DMV states that a regular online Driver Improvement Clinic does not meet the requirements of a Commercial Driver Improvement Clinic.
How quickly is Driver Improvement completion reported to DMV?
Virginia DMV requires Driver Improvement clinics to electronically report clinic completion information to DMV within 24 hours.
Does completing Driver Improvement automatically end ISAP?
No. Driver Improvement is a separate educational requirement. ISAP continues until all applicable program requirements and the required enrollment period have been successfully completed.
How Long Does ISAP Last and What Deadlines Apply?
How long is ISAP in the DMV excessive-demerit-point pathway?
Virginia Code § 46.2-506 requires nine months of ISAP enrollment plus satisfactory completion of a Driver Improvement Clinic when a qualifying driver chooses ISAP instead of the statutory suspension pathway.
How long do I have to respond to the DMV ISAP choice?
Under Virginia Code § 46.2-506, a driver subject to the excessive-point choice must indicate the decision to DMV within 30 days of receiving the written notice.
What happens if I do not respond to the DMV notice within 30 days?
The statute provides that DMV will suspend the driver's license under the suspension option if the driver fails to respond within the 30-day period.
Does every court-ordered ISAP case last nine months?
No. Court-ordered ISAP may have a participation period set by the court. The nine-month period applies specifically to the Virginia DMV excessive-demerit-point pathway under § 46.2-506.
How long do court-referred participants have to enroll with VASAP?
VASAP currently states that court-referred participants have 15 days from the date of the court order to complete enrollment with the Commission on VASAP.
Is there a separate VASAP education component for court-referred participants?
Yes. VASAP currently states that the required one-hour education component must be completed within 15 days of the court order. This should not automatically be confused with the separate eight-hour Virginia Driver Improvement Clinic.
How Does the Intelligent Speed Assistance Device Work?
What exactly does an ISA device do?
Virginia law defines an Intelligent Speed Assistance system as a system that limits the speed a motor vehicle is capable of traveling based on the applicable speed limit where the vehicle is being operated.
Does the ISA device stop the vehicle from speeding?
VASAP states that the device is designed to prevent exceeding the applicable speed limit, with exceptions for certain dynamic speed zones such as school or construction zones and situations where the vehicle is entering a reduced speed-limit area. The driver remains responsible for slowing to the posted limit.
How many ISA overrides are allowed?
VASAP currently allows two overrides per drive cycle. A drive cycle is the period from engine start to engine shutoff.
What is recall mode?
VASAP describes recall mode as a device feature that can activate when the device detects tampering, bypass activity or a speed exceedance.
What happens if I receive a recall notice?
VASAP currently requires the vehicle to be brought to the service provider within five business days of a recall notice. Failure to respond can be treated as a violation.
What happens if the device loses power?
If the service provider initiates a recall because of device power loss, VASAP requires the vehicle to be brought to the provider within five business days.
Which Vehicles Need an ISA Device?
What if I do not own a car?
VASAP states that the requirement applies to any vehicle you own, have registered in your name or regularly operate. If you drive someone else's vehicle, that vehicle may also need a certified ISA device.
Do I need an ISA device on every vehicle I own or operate?
VASAP currently states that an ISA device must be installed on every vehicle you own, have registered in your name or operate. Program credit does not begin until all required vehicles are equipped.
Can I drive a work vehicle or rental car without an ISA device?
VASAP states that any vehicle you operate during the program must have a functioning, certified ISA device installed.
What if I buy a different vehicle while enrolled?
VASAP currently requires participants to notify the Commission immediately and have an approved ISA device installed on the new vehicle within 10 calendar days of registering or titling it.
How Much Does Virginia ISAP Cost?
What are the current Virginia ISAP fees?
VASAP currently lists a $50 monthly monitoring fee payable to VASAP, plus provider charges. VASAP currently states that installation may cost up to $100, monthly leasing/maintenance up to $130, and authorized removal is at no cost.
Who can install and service the ISA device?
Installation and service must be handled through a state-approved ISAP service provider. VASAP's current portal lists approved provider options.
Is LifeSafer an approved Virginia ISAP provider?
Yes. VASAP's current ISAP Client Portal lists LifeSafer as a state-approved ISAP service provider. The portal also lists Speed Aware powered by Smart Start.
Is there a charge to remove the ISA device at the end?
VASAP currently states that authorized device removal after successful program completion is performed at no cost.
What Can Cause an ISAP Violation?
How often must the ISA device be inspected?
VASAP currently requires the ISA device to be inspected by an authorized service provider at least once every 60 days.
What happens if I miss the 60-day inspection?
VASAP states that missing the required inspection will result in a device lockout and may be reported as a violation to the court or Virginia DMV.
What counts as an ISAP violation?
VASAP currently identifies violations that can include missing required enrollment or installation deadlines, driving without the device, tampering, speed-related violations, missing inspections and new driving-related charges.
What happens if I get a speeding or reckless-driving charge while enrolled?
VASAP states that new reckless-driving, speed-related or licensing charges while enrolled are considered violations and may be reported to the court or Virginia DMV.
What can happen if I am reported as non-compliant?
VASAP states that non-compliance may result in additional fines and fees, further court action and/or termination from the program.
Can I tamper with or remove the device myself?
No. VASAP states that attempts to bypass, circumvent or tamper with the ISA device may be reported as violations and may result in criminal charges.
Am I responsible if someone else drives my vehicle and violates the rules?
VASAP currently states that the participant is responsible for all activity recorded on the ISA device.
How Do I Know When Virginia ISAP Is Finished?
How do I know when I have successfully completed ISAP?
VASAP states that the Commission will notify you after successful completion of all applicable court and/or Virginia DMV requirements.
Can I remove the ISA device as soon as I finish Driver Improvement?
No. Driver Improvement completion does not itself authorize device removal. Continue to follow ISAP requirements until successful program completion is confirmed.
Who removes the device when I am finished?
VASAP states that the authorized ISA service provider removes the device after successful completion.
Does completing ISAP erase the underlying conviction or DMV action?
No. Successful ISAP completion fulfills the applicable court or DMV program requirement. Questions about the effect on a driving record, conviction or insurance should be directed to the appropriate official source, insurer or qualified attorney.
